About
This comprehensive Maryland Handgun Qualification License (HQL) Course is designed for individuals seeking a clear understanding of Maryland’s handgun ownership requirements, firearm safety responsibilities, and qualification process. Participants will review essential Maryland regulations, eligibility considerations, responsible firearm ownership, safe handling, secure storage, transportation, and the importance of following all applicable laws. The course covers handgun terminology and operation, basic safety principles, ammunition awareness, safe loading and unloading procedures, storage considerations, situational awareness, and responsible decision-making. Students will also learn about Maryland’s minimum age requirements, eligibility restrictions, regulated purchase requirements, the general HQL application process, required documentation, background-check considerations, renewal responsibilities, and continuing compliance obligations. Through instructional lessons and knowledge checks, participants will build a stronger foundation for safe and responsible handgun ownership. Any required live-fire qualification, fingerprinting, background check, or in-person instruction must be completed according to current Maryland State Police requirements and through properly authorized providers. This course is educational in nature and does not constitute legal advice or guarantee HQL approval. Maryland laws, regulations, eligibility standards, age requirements, and application procedures may change. Participants should verify all current requirements and official instructions with the Maryland State Police or other appropriate authorities before applying.
